Carers Census, Scotland (CCS)
Measures describe a question asked to a participant during a survey or an item of information requested from a manager when they fill out a data return. For example, ‘Who do you live with?’ is a measure and the possible responses might be, mother, father, brother, sister etc.

Overview
Aims
The Carers Census collects detailed information on unpaid carers supported by Local Authorities and Carer Centres across Scotland. It exists primarily to monitor implementation of the Carers (Scotland) Act 2016, which took effect on 1 April 2018, and to improve the consistency and quality of support available to carers. From 2023–24 onward the census moves to a biennial reporting cycle (next collection 2025–26) to enable quality improvements.

The Carers Census enumerates unpaid carers who are supported by local services, with data gathered directly from Local Authorities and independent Carer Centres. In 2023–24, nearly three‑quarters were female (73%); working‑age adults (18–64) formed 58% of carers, young carers (<18) 16%, and older carers (65+) 26%. Because not all areas submit complete returns and recording practices differ (e.g., around Adult Carer Support Plans and Young Carer Statements), totals are understood to understate the true number of supported carers.
