Free Personal and Nursing Care, Scotland (FPNCS)
Measures describe a question asked to a participant during a survey or an item of information requested from a manager when they fill out a data return. For example, ‘Who do you live with?’ is a measure and the possible responses might be, mother, father, brother, sister etc.

Overview
Aims
Free Personal and Nursing Care (FPNC) is a Scottish Government initiative aimed at providing free-of-charge personal and nursing care to adults assessed as needing these services. Initially introduced in 2002 for those aged 65 and over, it was extended to all adults in April 2019 under "Frank’s Law." The 2023–24 report presents the number of recipients and expenditure relating to FPNC across care homes and care-at-home services.

Care Home Residents 65+: Out of 28,210 long-stay residents with local authority support, 39% were self-funders receiving FPNC; of these, 68% received both personal and nursing care while 32% received personal care only. Care Home Residents 18–64: 3,430 residents; 4% (≈150) were self-funders on FPNC, with 64% receiving both forms of care and 36% only personal care. Care-at-Home Clients 65+: 48,820 clients; 97% (≈47,130) received personal care. The average was about 9.8 hours per week, with estimated annual expenditure of ~£11,100 per client. Care-at-Home Clients 18–64: 16,960 clients; 77% (≈13,110) received personal care. Average care was 20.4 hours weekly, with expenditure per client around £22,500 annually.
