Measures describe a question asked to a participant during a survey or an item of information requested from a manager when they fill out a data return. For example, ‘Who do you live with?’ is a measure and the possible responses might be, mother, father, brother, sister etc.

Aims
To provide CQC with up-to-date information about regulated adult social care services between inspections; support monitoring, assessment and regulatory decision-making; identify emerging patterns across adult social care; and contribute selected information to national reporting and analysis. The combined dataset brings together four Care Quality Commission Provider Information Returns covering residential services, specialist colleges, community services and Shared Lives services.

The collection covers CQC-regulated adult social care services in England that are invited to complete a PIR. Registered managers complete a separate return for each applicable type of service, including residential care, community services, Shared Lives services and specialist colleges. Information relates to people receiving regulated activities and the staff delivering those activities. It does not cover people or staff associated only with activities that CQC does not regulate. The data are principally service-level and are supplied by providers rather than collected directly from individual service users.

Sample size at most recent sweep
There is no fixed participant sample because the PIR is completed at the level of each regulated adult social care service or location. In ONS analysis covering 1 March 2022 to 28 February 2023 (latest published ONS PIR-based estimates), PIR data contributed to estimates covering 372,035 care-home residents and 363,760 people using regulated community care services. These figures describe people represented in the ONS analyses, rather than a definitive count of all PIR records.
