Social Care Eligibility Criteria And Waiting Times Scotland (ECEC-WT)

Aims
This statistical publication presents the latest information on new clients meeting local eligibility criteria for social care support and new personal care clients in Scotland, along with waiting times between (1) first contact and completion of a community care assessment, and (2) completion of assessment and delivery of a personal care service. The data are used to monitor the six‑week target for delivering personal care to adults assessed with critical or substantial needs and to inform policy on variation across local authorities.

The dataset records new adult clients engaging with social care services during January–March of each year, split by age groups 18–64 and 65+. It covers (a) eligibility criteria at assessment (critical, substantial, moderate, low; plus “no risk”/“not available”) and (b) waiting times from first contact to assessment and from assessment to service delivery for new personal care. Local authorities apply the national framework but may set local eligibility thresholds, so levels of service can legitimately vary across councils. Because many councils were unable to submit all requested information, the release treats these statistics as non‑official and reports trends only for authorities that responded every year.
